Once, it took years to plan and construct a new transmission line or generator. Planners were only concerned about their own service territory and avoiding difficulties for their first-tier neighbors. Merchant generation, focused on natural gas-fired resources, was just entering the scene, and merchant transmission companies and large data centers weren’t even on the radar. Meanwhile, PJM had recently launched its energy market, the first in the US.
