PGE Joins CAISO EDAM: What Changes for the Market

Portland General Electric (PGE) Joins CAISO’s Extended Day-Ahead Market (EDAM) on October 1, 2026.

PGE will join CAISO and PacifiCorp, which joined the market at its launch on May 1, 2026. EDAM will continue to expand in 2027 and beyond, with the Balancing Authority of Northern California, Los Angeles Department of Water and Power, Turlock Irrigation District, Public Service Company of New Mexico, Imperial Irrigation District, and BHE Montana (BA Power Watch), and NV Energy slated to join in the coming years.

Here is what this change means for the market, and how Yes Energy is helping customers prepare for the shift in market dynamics.

Market and Data Impacts

PGE’s entry will expand the EDAM footprint and give the day-ahead market co-optimization additional generation, storage, load, and transmission capacity to work with. PGE will participate in the EDAM Resource Sufficiency Evaluation (RSE), and Energy, Imbalance Reserves, and Reliability Capacity will be committed jointly across the expanded EDAM footprint.

PGE’s interties with CAISO and PacifiCorp will become internal EDAM transfer locations. Rather than traditional intertie bidding, transmission capacity across these internal interties is made available to support the optimized transfer of energy and capacity across the EDAM footprint. Bids associated with internal EDAM resources are now submitted at the physical generator's location in the EDAM footprint, rather than at the intertie location. These EDAM internal transfer locations are not biddable intertie locations for traditional import and export bids.

The EDAM RSE is a pre-market test run prior to the Integrated Forward Market (IFM) process that verifies each participating EDAM BAA is offering sufficient physical supply, operating reserves, and ramping capability to meet its own next-day obligations before engaging in Day-Ahead market transfers with neighboring BAAs.

6-Month Transitionary Period

During PGE’s first six months in EDAM, there are a number of temporary market rules in place to help ease PGE into the market. Most notably, when power balance or transmission constraints within PGE are relaxed due to market infeasibilities, CAISO will set market prices based on the last economic bid cleared in the market rather than using administrative penalty prices. This also applies to the Imbalance Reserve demand curve pricing parameter, which is set between $0 and $0.01/MWh during constraint relaxation so prices clear at the last economic bid rather than the $55 cap.

This six-month transition period can be extended up to an additional six months if needed, subject to FERC approval.

What Changes in the Data

No new EDAM reports are being created on October 1, but all EDAM-related data will begin including PGE data. The existing real-time PGE data will continue, but the market dynamics will have shifted from when PGE only participated in the real-time WEIM to when PGE also participates in the day-ahead optimization.

Impacted EDAM data includes but isn’t limited to:

  • Financially binding day-ahead energy prices and schedules

  • New Imbalance Reserves (IR) and Reliability Capacity requirements (IR only)

  • Awards, prices, and transfers

  • EDAM RSE results

  • EDAM transfer limits and cleared transfers
